At its December 11, 2013 Business Meeting, the California Energy Commission revised the effective date for the state's new Title 24 Building Energy Efficiency Standards (Part 1, Chapter 10 and Part 6), and affected provisions in Part 11 (i.e., the Cal. Green Building Standards Code) from January 1, 2014 to July 1, 2014. Changes to other sections of the code, such as plumbing, electrical, fire, and other standards, are unaffected by this decision.

The six-month extension will allow time to further develop certain features of the public domain compliance software that are needed for nonresidential building alterations following the performance approach to compliance. The decision also ensures adequate time is allowed for software training.

Any application for a building permit that is submitted on or after July 1, 2014 must adhere to the 2013 Title 24 standards.
